Draft budget prioritizes hydrocarbons and leaves seas and fisheries with fewer resources

PPEF 2027 contemplates limited resources for institutions responsible for protecting seas, coasts and fishery resources, while the hydrocarbon sector concentrates greater allocations, according to an analysis by Oceana.

The Federal Expenditure Budget Project (PPEF) 2027 gives more resources to hydrocarbon extraction than to environmental and fishing institutions, according to an analysis by the organization Oceana.

The PPEF states that the Ministry of Energy will allocate 81 billion pesos to Pemex through the Articulation of Hydrocarbon Policy program, while it allocates only 1,590 million pesos for the National Commission for Protected Natural Areas (CONANP), 2,483 million for the National Aquaculture and Fisheries Commission (CONAPESCA) and 477 million for the Mexican Institute for Research in Sustainable Fisheries and Aquaculture (IMIPAS), said the organization dedicated to the protection of oceans before the Chamber of Deputies, during a participation table.

The three institutions have functions to address the protection of ecosystems, the management of fishery resources and the generation of scientific information for the management of fisheries. For this reason, Oceana considered that the resources planned for 2027 maintain a limited budgetary capacity in the face of the responsibilities of these dependencies in seas and coasts.

CONANP would receive 1,590 million pesos, an amount lower than the 1,690 million pesos it reached in 2018. Currently, the commission administers 232 Protected Natural Areas, 50 of which were decreed during the six-year term of Andrés Manuel López Obrador.

For CONAPESCA, PPEF 2027 contemplates 2,483 million pesos, an increase of 9% compared to the previous year's budget, but which is still insufficient in view of its functions of surveillance, administration and management of fishery resources in the country's marine and inland waters.

The IMIPAS, responsible for scientific research related to fishing and aquaculture, would have 477 million pesos. Its functions include generating information for the management of fishery resources in the face of factors such as the climate crisis, pollution and the transformation of marine habitats.

PPEF 2027 also reduces operating and maintenance expenses for oil infrastructure. “This increases the risk of spills such as the one that occurred in February 2026 in the Gulf of Mexico,” the organization notes.

“The public budget is a reflection of the State's priorities. In this case, the message given by the federal government is that it continues to bet on fossil fuels over people, the environment, food sovereignty and the oceans,” said Nancy Gocher, director of Advocacy and Public Policy at Oceana.

In this scenario, the NGO asked the Chamber of Deputies to increase resources for CONANP, CONAPESCA and IMIPAS to strengthen the protection of seas and coasts, fisheries research and the management of fishing resources.

The organization also noted that the oceans contribute to reducing the impacts of the climate crisis, support ecosystem services and are part of the country's sovereignty and food security.
