The National Aquaculture and Fisheries Commission (Conapesca) has disbursed, between December 2012 and the same month of 2023, a total of 8 million 211 thousand pesos in trips from the head of this agency.
Several users have complained on social networks about the trips of the institution's owners over the past two six-year periods. An analysis by Causa Natura Media shows that the amount of travel expenses for this position is comparable in both six-year periods.
Subject to travel expenses for the current year, the first five years of the previous six-year period and the present year were taken to make comparisons on amounts already executed that were delivered to this medium through a request for public information on the National Transparency Platform.
From this account, former commissioner Mario Aguilar totaled 3,833,000 pesos in trips during the period from 2013 to 2017. Meanwhile, so far under the current administration, Conapesca has been led by Raúl Elenes Ángulo and Octavio Alberto Almada, who together amount to travel expenses of 3,732,000 pesos between 2019 and 2023.
Former commissioner Raúl Elenes started as the first head of the institution of the current administration and left office in March 2021 to join the Senate of the Republic as legislator. Instead, by presidential appointment, Octavio Almada took over the leadership of Conapesca on April 21 of the same year, who is still in office.
Travels abroad
Although the amount of trips is close between the two six-year periods, where there is a significant reduction is in terms of international travel.
In the current administration, there are nine international trips by Commissioners Raúl Elenes Ángulo and Octavio Alberto Almada, while Aguilar made 38 in the same period of President Enrique Peña Nieto's six-year term.
On the other hand, if you review the number of total trips, the numbers come closer again. Former commissioner Aguilar totaled 224 trips in the first five years of his term of office, while in the same period of the current six-year term, commissioners Ángulo and Almada number 228.
In accordance with article 7 of the decree creating Conapesca, the head of this unit has a series of powers that require transfer; at the same time, for the exercise of his powers, he has the possibility of assisting the Sader delegations and the directors that make up Conapesca, in accordance with article 8 of the same decree.
