One of the established objectives of the General Law on Sustainable Fisheries and Aquaculture is to ensure that indigenous communities and peoples have the right to access, use and enjoyment of fishery and aquaculture resources. In this regard, it is also established that requests from indigenous communities will be given preference . In addition, that the Secretariat will promote its sustainable development and that the necessary procedures and mechanisms will be established so that the titles or documents containing the concessions and permits are translated or interpreted in their languages 1.

Despite this legal framework, according to the statements of CONAPESCA commissioner Raúl Elenes, it was until recently that the first permits were granted to some indigenous communities that had never been served and that were condemned to illegality. 2 Some of these communities that received their first permits were the Seris, Yaquis, Huaves and Zapotecs. But how many permits have been granted for these communities? Specifically, which communities have benefited?
