For this exercise, we used the second part of the National Development Plan (NDP) proposal or Annex, because the first section lacks clear goals and indicators that make it easier to find the relationships between the intentions of the PND and the AMLO proposals released in the official documents of the 2018 electoral contest*.

The document attached to the PND proposal, published in the Parliamentary Gazette of the Chamber of Deputies on April 30 of this year, is composed of 3 general axes and 3 transverse axes. The former contain objectives, indicators and strategies, while the latter list criteria for their implementation. See the Annex here.

In this Annex, the federal executive aligned some objectives of the general axes with Goal 14 Marine Life, which is part of the Sustainable Development Goals (SDGs) of the United Nations Development Program (UNDP). The transverse axes were not considered because the federal executive did not relate them to SDS-14.

The general axes linked to SDS-14 are the second of Wellness (objectives 2.5 and 2.6) and the third of Economic Development (objectives 3.8, 3.9 and 3.10). Based on this identification, AmloMetro Marino interpreted the content of the objectives and their strategies to link them to the AMLO 2018 proposals.

We found that, out of a total of 47 proposals released during the electoral contest, 13 are related to 11 NDP strategies. However, the ambiguity and generality of the strategies in the Annex to the NDP made it difficult to find a concrete relationship between them and the proposals.

AmloMetro Marino will continue to monitor the AMLO 2018 proposals to identify how they are soon inserted into the Sectorial Programs of the Secretariats involved in the management of the oceans, the fishing and aquaculture sectors, the coasts and island territories.
