At the beginning of February, the meetings of the Committee on Fisheries (COFI) 1 of the United Nations Food and Agriculture Organization (FAO) were held, with the participation of 96 member countries, including Mexico. Within that committee, Mexico mentioned its intention to promote responsible fishing and not to let its guard down in the fight to prevent, discourage and eliminate Illegal, Unreported and Unregulated (IUU) fishing during the current administration.
However, after the budget reduction, it is difficult for the commitment to be fulfilled. The budget for Conapesca for inspection and surveillance in 2020 was reduced by 30% compared to 2019, which was already reduced in itself compared to other years of the previous six-year period. For 2021, it is expected that an amount similar to that of 2020 will be allocated for inspection and surveillance, since this year Conapesca has an approved budget of two billion pesos, slightly higher than the 2020 budget. 2
In addition, with information provided by Conapesca through requests for information, the amount allocated for digital systems and monitoring in 2020 was 47 million, slightly lower than in 2019. In this regard, it should be noted that the amount for satellite monitoring is very similar to that of past years. This may be because you have to pay regularly for the Satellite Tracking and Monitoring System for Fishing Vessels (SISMEP) to be provided by a private company. 3
