In March 2020, some members of the Morena Parliamentary Group presented a bill to “Transfer inspection and surveillance powers in fisheries and aquaculture matters to the Secretariat of the Navy (SEMAR)” 1 with the objective of strengthening the fight against insecurity. What is this process going on?
As a background, in February 2019, the Framework Agreement for Collaboration on Inspection and Surveillance was concluded between SADER and SEMAR, to which Causa Natura had access through requests for information. This agreement primarily establishes that “SEMAR, in coordination with SADER, will carry out surveillance in Mexican marine areas and will carry out the inspections that are required to verify compliance with fishing provisions in accordance with national legislation, as well as with the International Treaties in force to which Mexico is a party.” 2 Later, in April 2020, SEMAR and SADER signed an agreement to strengthen fisheries inspection and surveillance, in order to prevent and deter illegal, unreported and unregulated fishing, and to draw up inspection records 3.
However, nothing has been known about the proposal to transfer inspection and surveillance powers in fisheries matters to SEMAR. Commissioner Raúl Elenes Angulo has only stated that Conapesca will continue to have under its power the regulatory aspect of these tasks, and that the transfer was already being made so that by 2021, inspection and surveillance would be under the control of SEMAR in the operational part. 4 In addition, the budget for Conapesca for inspection and surveillance in 2021 fell by 70% compared to 2020, from 152,835.830 million to 45,358,452 million. 5 This
is why this question is left. What status is this initiative in? since nothing has been known or commented on the proposal that was presented in the legislature in March 2020.
